I wish someone can explain to me how Qatar won the hosting rights bid when FIFA's own 'Inspection Team ranked them last in their evaluation report and also emphasised that it would present a number of risks?

These same people ranked Australia and the United States of America highly and yet Qatar won the bid over these 2 nations.

An Evaluation committed to 'Fair Play' and 'Transparency' Based on the FIFA's Inspection Teams Report...Qatar should not have even been in 'Contention'.
